A successful merchant in the last decades before independence, Tench Francis Jr. contributed heavily from his personal fortune to support the revolutionary cause. He was subsequently appointed first cashier of the Bank of North America and later headed the commission which laid out the city of Pittsburgh. His appointment as purveyor of public supplies in February 1795 unified navy pursers under a single head and it is from this event that the U.S. Navy supply corps dates its birth.
